The Constitution of United State of America has made the American President, a Real Executive Leader. He is not like Ceremonial President just like the President in the Parliamentary Government (as in Pakistan) because there is a pure Presidential system of Government in the USA.
Article-II section (1) clause-1 stated that All the Executive Powers are Vested to The President of USA. The President exercises his power for the Term of Four years with the assistance of the Vice-President (Serves as the President of the Senate).
The USA President is the “HEAD OF THE STATE” because he represents the United State.
The President directs the Executive of the Federal Government (run his cabinet and responsible for the management of the administration) that’s why he known as the “HEAD OF THE GOVERNMENT/ CHIEF EXECUTIVE”.
Here are some points that shows why the US President is most powerful leader.
Leader of the World’s Superpower:
After Cold War Era in 1990’s, the United State Became the World Superpower because of the dissolution of the British Empire and Soviet Union.
That’s why the leader that represents and controls the administration of the World Superpower is the most powerful leader.
Commander-in-Chief of the strongest Military:
The Executive office of the President includes the Department of Defense that is chaired by the US President.
He controls the armed forces of the USA. Also, he directs the National Security Council. In case of threat to National Security to the USA, the President can send the armed force to abroad by the advised of the congress.
Indirectly Control the Congress:
Article-I had handed all the lawmaking power to the congress. As the constitution makers was worried about the monarchy of the congress that’s the reason Article-I section (7) provided the power of VETO to the President (Power to prevent a bill that is passed by the congress from becoming the law. While congress has the power to legislate the veto bill by two-third majority of both the houses that is quite a difficult procedure.
Directly or Indirectly Control all the Three Organs of Government of the USA:
In legislature (the first organ), President indirectly controls the law-making process by his power of veto.
In the Executive (the second organ), he has the direct power to control it. Article-II section (3) interprets the power of President in Foreign affairs. Diplomatic matters are done by the consent of the US President, also all the treaties and agreement with other countries are signed by the Will of the President.
In Judiciary (the third organ), the President has the power of Amnesty (Article-III section (3) stated that President can grant reprieve and pardon for offence against the USA, exception in case of Impeachment).
President Johnson had exercised his power of amnesty twice during the late Civil War.
International Hard and Soft Power:
Soft power refers to co-opt (CO-Options). In simple world the ability of the Country’s President to persuade the other country according to his will. The President Franklin D. Roosevelt had been used his soft power to convince the allies in the World War-II by the propaganda of the Four Freedom (Freedom of t speech, of worship, from fear and from want).
Hard power refers to coercive or aggressive power. In simple words, power to influence the government of other countries by using the economic resources and military. Example; the USA had used the hard power in its policy against the Iraq War and Afghanistan War.
Conclusion:
All the above-mentioned powers of the US President shows that he enjoys full authority inside the United State and also control the political diplomacy across the world.
The USA President is granted by many powers that’s why to avoid from the monarchy the 22nd amendment in the Constitution limited that the twice elected President can’t elect for the third time.
