Modern democracy and traditional aristocracy and monarchy can be distinguished by the presence of public opinion. In the past public opinion was unknown but in the modern state public opinion became an essential tool. Public opinion is the pulse of the people, and a wise government always keeps the fingers on the pulse for its popularity. Public opinion makes ideal democracy a reality.

Political parties generate their manifestos according to public demand. The government also designed the policies according to the opinion and demands of the public.
If a policy is contradictory to public demand, the opposition party uses it in its Favor and puts pressure on government with the help of the public opinion. In this way public opinion controls and influences the government.
